Tom Trabin, MSM, PhD

Senior Associate

Dr. Tom Trabin has worked on developing and improving behavioral health systems of care for over 30 years, specializing in underserved populations. He has provided consulting to more than 100 organizations in the areas of strategic planning, health care policy, organized systems of care, performance and outcome measurement, electronic health record design and implementation, quality improvement, and delivery of evidence-based treatment services.

Dr. Trabin is a licensed psychologist in California having earned his master’s and doctorate degrees in Counseling Psychology from the University of Minnesota. He also earned master’s degrees in Management Science from Stanford Business School and in Philosophy from St. Stephens College at Delhi University. He served in executive positions as Deputy Director, California Drug Medi-Cal EQRO; Alcohol and Drug Program Administrator and Associate Director of Adult Mental Health Services, Alameda County; Co-founder and Executive Director, Software and Technology Vendors’ Association; Vice President, CentraLink and the Institute for Behavioral Healthcare; Director of Managed Care, U.S. Behavioral Health; and Associate Director, Behavioral Medicine Clinic, Abbott Northwestern Hospital.

Dr. Trabin helped promote and establish national standards and performance measures during more than 10 years of work with federal agencies including the Substance Abuse and Mental Health Services Administration, and as a member of several national committees, including the Institute of Medicine’s Committee on Improving Quality in Behavioral Health Care, NCQA’s HEDIS Behavioral Health Committee. and HL7’s EHR Technical Committee that developed the national standards for EHRs. He organized and chaired more than 40 national and statewide conferences, including the Behavioral Health Information Management Conference. He authored more than 90 professional publications, including several books; was Associate Editor of the Behavioral Healthcare Journal; and presented at more than 150 international, national and state conferences.
